A wet headliner in a 2019–2021 Toyota RAV4 deserves a map before it gets sealant. Photograph the first damp edge, protect nearby electrical equipment, and confirm the exterior path with a controlled water test. Toyota’s roof-rail bulletin covers a specific clip-entry condition; it does not make every roof leak a roof-rail leak.

When trim can be opened by the approved procedure, a narrow inspection camera may help follow a reachable stain, drip track, or damp cavity without enlarging access. Freeze the first wet scene

Before drying anything, take wide and close photographs. Mark which side is wet, the highest damp point, stain color, headliner edge, pillar, floor mat, and carpet backing. Record whether the car was level, nose-up, or parked on a slope; gravity can change where the leak announces itself.

Note rain duration, wind direction, car-wash use, roof-rack changes, windshield work, sunroof service, and when the cabin odor began. Remove standing water only as needed to protect modules and prevent damage. Do not energize a visibly wet connector or probe around curtain airbags.

If water is dripping near a fuse panel, restraint component, high-current connection, or the vehicle behaves abnormally, stop using it and arrange professional drying and electrical inspection.

Check the bulletin fence

Toyota T-SB-0016-23 names 2019–2021 RAV4 and RAV4 Hybrid plus 2021 RAV4 Prime. Production-change VINs, roof-rail design, market, and current campaign status still control. The same model year on a registration is only the first gate.

Toyota also connected the condition to Customer Support Program 22TE05. Ask a dealer to check the VIN rather than assuming the program is still open or that every repair expense qualifies. Keep photographs and previous invoices because coverage decisions depend on records.

Map water by height, not by puddle size

Start at the highest confirmed moisture, not the largest puddle. A soaked carpet can be the end of a very small roof opening; a small headliner mark can hide a long path.

Lift floor mats and check the backing. Toyota’s inspection flow notes that the mat can hide wicking into the carpet. A dry-looking top surface does not prove the insulation below is dry.

Separate roof rail from panoramic roof

On vehicles with a panoramic roof, Toyota requires confirmation that the leak originates at one or more roof-rail garnish clips rather than the roof opening. That distinction is the heart of the bulletin.

A controlled shower test should change one variable at a time. Dry the inspected area, reassemble enough to reproduce normal water flow, shield the panoramic opening as the current Toyota procedure directs, and apply water in a repeatable zone. Avoid pressure-washer force that can create a leak no rain produces.

If water does not reappear from the roof-rail path, exit the bulletin and continue body-leak diagnosis. Do not keep adding sealant until something changes.

Inspect only through safe access

Headliner and pillar trim can contain curtain airbags, clips, wiring, microphones, and fragile finish material. Follow Toyota repair information, disconnect systems when specified, and use a trained technician for airbag-adjacent access. A camera is useful only after a safe view path exists.

Look for a coherent trail: clean washed dust, mineral edge, rust tint, displaced pad, wet harness wrap, or fresh droplet at a clip. A camera view of damp material is location evidence, not source proof. Pair it with the controlled exterior test.

Look below the visible stain

Drying the headline surface is not the finish line. Check pillar bottoms, carpet underlay, connectors, modules, sound insulation, and areas where moisture can remain trapped. Toyota’s procedure includes inspection for organic growth and parts that cannot be dried; that assessment belongs with trained personnel and current program rules.

Document odor, visible growth, corrosion, warning lamps, speaker or microphone problems, and intermittent electrical symptoms. Do not scrub or aerosol-treat suspected growth before it is evaluated, because that can spread material and erase coverage evidence.

Prepare a useful dealer handoff

Send the VIN, exact trim and roof equipment, highest wet point, parking angle, weather, time-to-wet, photographs before drying, previous roof/glass work, controlled-test setup, and whether the panoramic opening was excluded. Ask the dealer to verify T-SB-0016-23 and 22TE05 status for that VIN.

The best handoff says “water first appeared at the right-front rail clip after eight minutes with the roof opening shielded,” not simply “car leaks.” That single sentence tells the technician what can be reproduced.

Verify with the same controlled water path

After repair and professional drying, repeat the same shower zone, vehicle angle, duration, and interior inspection points. Then inspect the carpet backing after enough time for slow wicking to appear. Confirm that electrical functions and warning lamps remain normal.

A dry headliner during a quick rinse does not prove the entire cabin is dry. Verification requires no renewed moisture at the original high point, no water below, and a documented repair path that matches the leak that was actually reproduced.
