Is removing a hybrid service disconnect the same as proving zero voltage?

A training discussion exposed two different phrases being used as if they meant the same thing: “service plug removed” and “system de-energized.” We need wording that prevents a removed interlock from being treated as proof that every capacitor and conductor is safe.

Removing a service disconnect is one step in the model-specific disabling procedure, not proof of zero voltage. The sequence must include securing the key, waiting the specified capacitor-discharge time, wearing rated PPE, checking the approved meter on a known source, measuring at the designated test points, and rechecking the meter on the known source. Some circuits remain energized or are outside the disconnect boundary.
Only trained and authorized personnel should perform these steps. The record should state the actual test points, wait time and measured result—not merely “plug out.”
The workshop changed its form to separate “disconnect removed” from “absence of voltage verified.” Training audits now require meter proof before and after the measurement. The ambiguous checkbox was retired.
