Starter relay is commanded but only 3 V reaches the solenoid terminal

A 2013 Civic intermittently clicks without cranking. The starter relay command and coil ground are present. Battery voltage is available at the relay input, but during the failure only 3.1 V reaches the starter solenoid terminal. Jumping the relay output with a fused test lead makes the starter operate.
Should the relay be replaced, or can the same drop come from its socket and downstream harness?
Measure voltage drop across the relay contacts from input terminal to output terminal during the failed command, then measure output terminal to solenoid. This divides the path without guessing. Inspect relay-socket tension and heat discoloration; a new relay cannot fix a loose female terminal. Also confirm starter current is not excessive, because an overloaded solenoid circuit can damage the contact path.
Use fused jumpers and the correct terminal identification. If most of the drop is across the socket interface rather than inside the relay, repair the distribution center terminal.
The relay itself dropped 0.12 V, but the output blade-to-socket interface dropped 8.4 V and showed heat discoloration underneath. Replacing the damaged terminal and relay restored battery voltage at the solenoid. Twenty hot starts completed without a click-only event.
