Hard start after refueling with purge command at zero

A 2018 Elantra starts normally except immediately after refueling, when it cranks long and briefly runs rich. Purge command reads 0% during the first crank, but there is engine vacuum on the canister side of the purge valve at idle. Fuel trims become strongly negative for the first minute after a fill.
Is checking the purge valve for leakage enough, or should the canister and tank-pressure data be tested first?
A purge valve should seal when it is unpowered if that is how the service information defines it. Isolate the valve and apply the specified low vacuum or smoke test; airflow with no command supports an internal leak. Monitor tank pressure while commanding purge and vent so the rest of the EVAP system is not ignored.
A saturated canister can add vapor, but it does not create manifold vacuum through a valve that should be closed. Confirm the electrical command is truly off, test the valve, then inspect the canister only if liquid fuel entry or restriction remains likely.
The purge valve passed current and command tests but leaked vacuum with the connector disconnected. The replacement sealed when unpowered and responded normally to commands. Two full refuels produced immediate clean starts, and the initial rich correction disappeared.
