P0299 with high wastegate duty: actuator fault or charge-air leak?

A 2014 Cruze 1.4 turbo sets P0299 during highway acceleration. Commanded manifold pressure reaches 180 kPa absolute, actual peaks near 140 kPa, and wastegate control rises above 90%. The turbo shaft has no obvious play and the wastegate lever moves through its range. No leak is audible in the bay.
Would a pressure or smoke test of the charge system come before adjusting the actuator rod?
Test the complete charge-air path first. Cap it at the approved points, stay below the system test-pressure limit, and inspect the compressor outlet, intercooler seams, throttle connection and small reference hoses. Oil staining often marks a leak that makes little sound on the road. Verify the wastegate command and position only after the air path is sealed.
Do not alter rod length without a measured specification; that can mask the leak, create overboost and disturb calibration. If the system holds pressure, then test the control solenoid, actuator preload and turbine bypass mechanically.
Smoke collected at the lower intercooler end-tank seam only when pressure reached the specified test value. Replacing the leaking intercooler restored actual pressure to within 5 kPa of command. Wastegate duty dropped to a normal range and no rod adjustment was made.
